Although it looks to be an industry run group (their own best interests in mind, I mean), they should be happy to let you know about grants and such if it means you will be buying products for renewable energy.
Also, check with the local power company in their area. Some will buy unused electricity from citizens with their own power generators.
Forget the government for help in this case. You can put one on your property to generate power for your own use. There is a bonus. If you are generating power beyond your requirements, you can sell it to the power suppliers. Under Federal law, they MUST purchase your extra.
Search wind turbines or wind generators in Yahoo or Google and talk to the people who make and sell them.
My brother in Colorado supplies all his own power and heating from wind and solar power. Think about solar too.
