    Yep, it would be called a windmill … and they have been used for hundreds of years. It has a wheel-shaped set of fins on the top that the wind blows and turns, which in turn rotates a shaft attached to a pump underground. The pump moves the water above ground.

    I know that the Romans used the Waterwheel (similar)
    to pump water out of mines in the old times.
    If the shaft was too small or too deep they would use a series of them on different levels (stacked) only they were powered by
    having a slave or an animal walk on steps that were built onto the outside of the Wheel.
    Also if there is a scource of fast moving water, a turbine could be used to generate electricity for a pump if you are off the grid.
    I dont know if this provides an answer or only inspiration.

    well both are not cheap ways to pump water
    you know somtimes there is no wind and somtimes there is very little sun light
    cheapest way is not the one on which you spent least money
    cheapest way is the one which gives alot of out put
    e.g
    wind power motor is not easy to make
    where as the electric motor and solor cells is easy and gives best output because its free electracity you never have to pay bills just have to spent once for solor cell
    where as wind power or mill will cost wood ,bambo,cloth , alot of space and will be destroyed if wind is too fast
    so make your choice
